Here is what happened. In Q2 2025, Intelligence Group analysed every active vacancy in the Netherlands and found that only 9.2% of all vacancies were targeted at starters and recent graduates. In Q2 2024, that share was 14.4%. In Q3 2025, the CBS reported fewer vacancies than unemployed people in the Netherlands for the first time in four years.
